Oracle SQL Developer provides the power to develop in and manage the Oracle Database 18c XE, while Oracle Application Express gives you a low-code environment to create modern and mobile-ready applications. Adding Oracle Rest Data Services gives you the potential to develop REST APIs for the data stored in Oracle Database 18c XE.
